General Questions
The Regional Government Success Scorecard (RGSS) is a framework for assessing how local governments in Indonesia are performing in the areas that matter most to citizens. It covers 514 kabupaten (regencies) and kota (cities) and brings together data on government capabilities, inputs, outputs and outcomes, and the broader foundational environment. This allows the RGSS to provide a more contextual understanding of local government performance, rather than looking at results in isolation.
The RGSS is designed to help users better understand and discuss the performance of local governments in Indonesia. It aims to identify the factors associated with stronger performance, support comparison and benchmarking across local governments, and encourage learning and improvement. It is also intended to contribute to more informed policy and public discussion on what drives local government success in Indonesia.
The RGSS is intended to complement, rather than replace, existing indices and assessment frameworks already used in Indonesia. Many existing frameworks focus on specific sectors, administrative reporting, or particular functions of government. The RGSS brings together a broader set of dimensions in one framework, including government capabilities, resource inputs, citizen outputs and outcomes, and the foundational environment within which local governments operate. This allows the Scorecard to provide a more comprehensive picture of local government performance and to identify the factors that drive it.
The RGSS is developed by the Chandler Governance Group (CGG), which administers the framework and leads its future applications. The initiative was supported by the Gates Foundation during the 2025-2026 development phase. The Indonesia pilot was conducted in partnership with the Institute for Economic and Social Research at Universitas Indonesia (LPEM FEB UI).
Design and Methodology Questions
The current edition of the RGSS has data spanning a one-year period from 2024 to 2025. As the framework is refined and institutional arrangements are established, more information on the frequency of updates will be provided.
