Purpose and Objectives
Indonesia’s local governments vary widely in their size, capacity, resources, and the conditions in which they operate. Existing assessments of government performance do not always reflect these differences, which can make it difficult to draw meaningful conclusions about what drives success.
The Regional Government Success Scorecard was developed to address this gap. It brings together data across four interconnected pillars: government capabilities, resources, outputs and outcomes for communities, and the contextual factors that shape what local governments can realistically achieve. By integrating these dimensions, it provides a more complete and grounded picture of local government performance across Indonesia.
With this foundation, the Scorecard pursues five main objectives. First, it seeks to identify the factors associated with local government success, including the capabilities and conditions, while recognising differences in local context, that help governments turn resources into results. Second, it enables local governments to identify both their strengths and areas for improvement. Third, it provides an opportunity for peer learning across local governments. Fourth, it aims to support planning and policymaking by central and provincial governments and development partners, enabling more targeted and effective support for local governments. Finally, it seeks to contribute to more informed discussions on local government outcomes and outputs, through structured data and information.
Using the Scorecard
The Regional Government Success Scorecard is designed for a wide range of users, including local and provincial governments, national government agencies, researchers, development partners, civil society organisations, media, and members of the public. It supports a clearer understanding of local government performance while encouraging more informed discussion on the factors that drive success across different contexts. The website is intended to make the Scorecard easier to access and use, whether users are looking for a broad overview of performance or more specific information on a particular region, score, or pattern.
